The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are fought: hopeful statements are released from multiple capitals. Considerable effort is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by current data. From observation points, military aircraft that had been dispatched to counter approaching aerial threats streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and another blackout.

Persistent Threats

Following this, a heavy machine gun engaged a drone close by, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to fill in the short term.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, certainly, continue.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not shift further in its favour in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but avoiding a entire defensive failure until situations evolve in its benefit.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
